A year of Telangana
It has almost been a year since the state was formed. There have been tussles over power-sharing, resource-sharing with AP and personnel management.

Both  the states,  Andhra Pradesh and Telengana, were left with a Bill (AP State Reorganisation Bill) that had as many questions as the answers it held.  However, understanding the natural teething issues in the implementation of the Reorganisation Bill, we can observe a remarkably progressive approach by the government to take full control of the state’s all-round development. The local body municipal elections also favoured the ruling party without any resistance.    

Major initiatives of this new government have been an emphasis on the IT sector by signing pacts with industry bigwigs to invest in the state with companies like Google-which is setting up its biggest campus outside USA in the state; and Microsoft, which already runs its biggest campus outside USA in Hyderabad, to enhance their investment in the state.

Hyderabad is well-placed for defence and aerospace activities. State government is fully geared to bring new aerospace technology companies to set shop in the one-of-its-kind aerospace SEZ in the state. The chief minister has been forthcoming about the shortcomings in higher education and has announced a slew of changes in the curriculum to make engineers and other graduates to be employment-ready, rather than being unemployed graduates swarming all over for jobs. The government is trying to make practical training compulsory for science grads too, on the lines of medicine.

The new industrial policy to uplift the people is a welcome initiative by the state as industrialisation will be the key for economic growth and development for the state. The single window online clearance has been an initiative taken up by many CMs; but here the CM plans to have a reasonable time for the government to respond and else, the applicant can consider his application as approved. This has made the bureaucrats to take stock and perform better.

A focused mission to develop other two tier cities has brought in a new vigour in the state and sense of growth for the state. However, these initiatives take time to clearly see progress.

Power was the major concern for the new state and it suffered initially, leading to unrest amongst the industrial and agriculture sectors. But the government’s initiative to sign a pact with the Chhattisgarh government to provide the required power and a direct power line from there to the state has brought great relief to the stakeholders.  

The state government has launched a programme to rejuvenate the tanks and reservoirs across the state under  Mana Ooru Mana Pranalika to encourage the local community level support for the farmers to resolve the water issues. This is a major initiative as the region is mostly dry, and dependence of natural water bodies is very high – for farming and domestic needs.

 

Kalyana Lakshmi and Shadi Mubarak

Another interesting social welfare programme was launched  to support downtrodden SC/ST communities with Kalyana Lakshmi to provide financial assistance of Rs. 51,000 to the bride’s family to meet the marriage expenses. All families under SC or ST communities with combined income of parents not exceeding Rs. 2 lakh p a are eligible for the scheme. Further widening the welfare agenda focusing on the inclusive growth the state has launched another welfare scheme Shadi Mubarak a novel scheme for the Muslim girls taking care of the minority concerns. Under the scheme an assistance of Rs. 51,000 will be provided to the bride’s family at the time of marriage to meet the marriage related expenses.

Policing activities have been improved with a free hand to the department for purchase of essentials and vehicles. Terror threats to the city have been a regular occurrence and the government, with a marked visibility in policing activities, is looking at a safer and more peaceful state.

After a year of its formation the overall mood in the state is a bit subdued with lot of hope for betterment of conditions all over. Government’s latest programme ‘Swach Hyderabad , Swach Telengana’ ‘ on the lines of ‘Swach Bharath’ programme has brought cheers to the locals as every member of the Assembly is encouraged to adopt a locality and look after its health and sanitation needs.

KCR’s progressive approach, political will and the state’s secure finances appear to be a major advantage to take forward the implementation of new developmental initiatives in the state.
