Permanent secretariat for TN GIM

The TN government has announced organising the Global Investors Meet every two years. This will call for the creation of a permanent secretariat for GIM that will consolidate the experience of organising the first such meeting in 2015, build on the positives as also effect necessary corrections.

 The secretariat headed by the Additional Chief Secretary C V Sankar, assisted by other senior civil servants made effective presentations in several cities across the globe. The interactions with governments, industry associations, as also with the Indian diplomatic corps in these countries, have been helpful in attracting their participation.

The secretariat should work on the expectations expressed by the prospective investors and those who signed MoUs and monitor the progress. The course of the MoUs signed in terms of actual investments made projects implemented and employment generated can be presented in the form of a report in the next GIM.

I noticed commendable systems at work at the GIM Secretariat. Nodal Officer Dr Vijay Pingale and his team conducted regular meetings every Monday to review progress and effect course corrections. PERT and CPM on the lines of project monitoring, I observed, had been quite effective. With IAS officers subjected to transfers, it will be necessary to create a permanent secretariat with well-laid rules and systems.
