The Minister made the announcements in the Tamil Nadu Legislative Assembly as a part of Industries Department demand for grants.
In Thoothukudi, SIPCOT will establish a new industrial park at Mudaivaithanendal, spread across approximately 2,570 acres at a cost of Rs 1,390 crore. The project is expected to attract around Rs 5,000 crore in investment and generate approximately 20,000 direct and indirect employment opportunities.
The park will focus on clean and renewable energy-based industries to support sustainable green growth in the southern districts. Testing, training and other essential common infrastructure facilities will also be provided, Keerthana said.
SIPCOT will set up a dedicated e-vehicle manufacturing industrial park at Sillanatham, Thoothukudi district, spread over about 1,294 acres at an estimated cost of Rs 774 crore. The park will feature testing and training facilities and other social and special infrastructure. The project is expected to draw around Rs 7,000 crore in investment and create about 10,000 direct and indirect jobs.
Industrial parks proposed at Omandur in Villupuram and Lathuvadi in Namakkal are expected to attract approximately Rs 1,000 crore of investment each and create around 3,200 and 3,500 employment opportunities respectively.
At the Gangaikondan SIPCOT Industrial Park, accommodation for more than 2,500 workers will be developed in Phase II with an estimated project cost of Rs 130 crore through public-private participation.
Social and environmental infrastructure in existing SIPCOT parks, including recycled water systems, rainwater infrastructure, solar lighting and worker-oriented facilities such as creches, fire stations and health centres, Keerthana said.
In addition, approximately Rs 224 crore will be invested in Plug-and-Play industrial facilities at Gangaikondan and Thoothukudi.
SIPCOT’s industrial land allocation process will be strengthened through a comprehensive digital platform, enabling investors to access information on available industrial land and park layouts digitally, including through 3D visualisation.
The Minister said the measures would help reduce the time and complexity involved in establishing industrial units and send a clear message to investors that Tamil Nadu is ready to help businesses move from investment intent to actual production faster and more efficiently.
Digital Monitoring System, supported by a mobile application and integrated web platform, will strengthen safety monitoring across SIPCOT industrial parks. The system will progressively incorporate AI-enabled capabilities and facilitate integration with the Directorate of Industrial Safety and Health within the respective statutory framework, Keerthana said.
A study will be undertaken to position Tamil Nadu as a “Quantum Safe TN” ecosystem, particularly with a focus on protecting critical digital data in sectors including fintech, GCCs, aerospace, space and defence, she said.
An expert advisory mechanism will also examine emerging technologies, global export trends, the green transition and future investment opportunities, the Minister said.
The Bill Finance Scheme of the Tamil Nadu Industrial Investment Corporation will be expanded to cover suppliers and contractors of State PSUs, government agencies, boards and local bodies. Around 500 MSMEs are expected to benefit from approximately Rs 600 crore of financing, she said.
Keerthana announced Vettri Women Entrepreneurs Development Scheme, which will provide entrepreneurship training, improved access to credit, lower interest rates, reduced promoter contribution requirements and concessions in collateral requirements. TIIC will provide approximately Rs 500 crore in loans, benefiting more than 500 women-led enterprises and supporting more than 3,500 new jobs.
In Sivakasi, a Detailed Project Report will be prepared for a Sivakasi Pyrotechnics Common Facility Centre and Rs 2 crore has been allocated, she added.
A dedicated State incentive framework will be introduced for semiconductor companies seeking to establish facilities in Tamil Nadu, including companies that may not be able to fully benefit from the Central SEMICON framework, Keerthana said.
The Minister expressed confidence that the measures announced for 2026–27 would strengthen Tamil Nadu’s position as one of India’s leading destinations for investment while ensuring that the gains of industrial development reach workers, MSMEs, women entrepreneurs and communities across the State.
