The Tamil Nadu Legislative Assembly will convene on 5 August at 10:00 AM and State Finance Minister Marie Wilson will present the budget, Tamil Nadu Assembly Speaker JCD Prabhakar announced on Tuesday.

In June, the TVK government released a white paper on Tamil Nadu Finances which flagged a collapse in revenue generation and fiscal deterioration. It blamed this on the cumulative result of policy choices, administrative outcomes, and structural trends that have unfolded over the past years.

Correcting it will require a sustained and disciplined effort across revenue mobilisation, expenditure management, PSU reform, and debt management—an effort that extends well beyond any single Budget cycle, it had pointed out.

So, the fiscal space available for taking up new programmes during the year can only be very minimal and cutting down on leakages, restoring best practices to weed out corruption and finding avenues for additional resource mobilization without burdening the citizens is the only way forward for a sustainable fiscal management, the white paper had added.

Given the findings of the whitepaper, it will be interesting to see whether  Chief Minister C. Joseph Vijay-led government’s first budget will focus on populism or opt for prudence.
