TN to bring Right to Services Act

Tamil Nadu Finance Minister N Marie Wilson said A Right to Services Act will be framed and passed, to ensure that services reach every citizen, as a legal right, in a timely manner.

Presenting TVK Government’s maiden budget, he said government will take further steps to empower public servants with modern tools such as AI in governance to enhance productivity and deliver seamless public services.

He listed slew of measures.

“First, dismantling unnecessary centralization through the delegation of powers to the subordinates. By eliminating arbitrary bottlenecks that once bred corruption, we ensure citizens receive their rightful approvals without delay or harassment,” Wilson said.

“Second, digital workflows are being streamlined. To ensure accountability, a Quality Assurance Audit Board backed by AI will continuously monitor file flows and decision quality, eliminating unjust rejections and backlogs,” he said.

Finally, we will turn technology into an ally for our employees, Wilson added.

“By integrating AI, Agentic workflows, and Speech-to-Text capabilities (Prompt), employees will get automated assistance for routine tasks such as drafting, summarizing rules, and documentation, reducing the drudgery of manual processing, and freeing our officers to focus on informed, impactful decision-making,” he added.

To transform public service delivery and streamline administrative workflows, a Governance Processes Reforms Committee will be constituted under the chairmanship of Chief Secretary, the Minister said.

“Bringing together senior administrative leaders, industry transformation experts, and academic system designers, the Committee will re-engineer bureaucratic processes, eliminate redundant compliance, and build a modern, technology-enabled, citizen friendly (G2C) and business friendly (G2B) governance ecosystem in the State,” he said.

To ensure vacancies are filled on time, honestly and transparently, an annual recruitment planner will be published by all recruitment agencies, as per the budget speech.

Transparency in promotions and transfers will be ensured through the Integrated Financial and Human Resources Management System (IFHRMS), he said
