The farmers’ agitation seems essentially an agitation by Punjab. To understand this reasoning, we take you back to the 1960s.
Rice is not a staple food of Punjab and it has no buyers. During 1965-66, Punjab produced 1.9 million tonnes of wheat and 0.29 million tonnes of rice in the total cereal production of 3 million tonnes. The all-India production during that year was 30.6 million tonnes of rice, 10.4 million tonnes of wheat.
In the mid 1960s C Subramaniam (CS) as Food Minister triggered the Green Revolution. CS adopted the hybrid wheat production technology of Dr Norman Borlaug. With excellent coordination among the administrators, scientists and farmers, food production zoomed – from 62 million tonnes in 1965-66 to 83 million tonnes in 1967-68.
