The Policy is being formulated through an extensive stakeholder consultation process, being carried forward under Tamil Nadu Industrial Policy (TNIP) Stakeholders Connect 2026, as per the Industries Department policy note 2026-2027 tabled by Industries Minister S. Keerthana in the Tamil Nadu Legislative Assembly on Tuesday.

Seven sectoral roundtables have been conducted with industry representatives and industry associations, covering electronics and semiconductors, chemicals, automobiles, railways, critical engineering, aerospace and defence, textiles, leather and footwear, renewables, life sciences, Global Capability Centres, deep-tech and artificial intelligence, food processing, and toys. In addition, consultations have been held with international trade bodies and bilateral chambers of commerce, it said.

As part of stakeholder consultations, 20 high-potential sectors have been identified: semiconductors, AI and data centre hardware, quantum technology, deep tech, telecom networks, industrial automation, Global Capability Centres, R&D, drones, shipbuilding, railways, EV and autonomous mobility systems, space and aerospace systems, energy systems, processing of rare earths, the blue economy, FinTech, food processing, biologics and technical textiles, the policy note said.

These are the sectors that lead industrial growth today and hold the promise of rapid growth in the years ahead, and dedicated Industries Transformation Maps will be prepared for each of them, it said.

Industrial Growth Centres will be established across the State to carry these transformation roadmaps forward through close collaboration between the Government and the private sector, the policy note said.

Succeeding the 2021 framework, the new industrial policy will serve as the overarching instrument of the State’s ambition, drawing quality investment that creates high paying jobs, fostering technology transfer and research, strengthening exports, and driving balanced and sustainable development across every region, it said.

The Policy will place special focus on anchor industries such as petrochemicals and on the logistics infrastructure that underpins them, including dry ports, Inland Container Depot (ICD) and multi-modal logistics parks (MMLPs), alongside the emerging sectors that will define the years ahead, namely shipbuilding, semiconductors, artificial intelligence, Global Capability Centres and space technology, it said.
