The curious case of Evgenii Berdnikov

The sight of a 24-year old Russian seeking alms with his cap and a backpack by the side at Kanchipuram was queer. The police found that the tourist had got his ATM card locked and hence the odd scene. He was given Rs. 500 and a train ticket to Chennai. However our man, having gotten a taste of the lazy Indian job, decided to continue begging in Chennai instead of going to the Consulate. The travel junkie wants to visit other places in India with the money he ‘earns.’ With people flocking  to  him for selfies, the Russian has decided to charge Rs.100 per selfie!  

How did the Indian government let a man reach its shores with a mere Rs. 4000 in his bank account? Perhaps the queue outside US and British Embassies in India would ask.
